  • Overview

    The Hospital Manager of Payroll, Labor & Productivity develops, implements and directs the payroll functions of Brookhaven Memorial Hospital Medical Center, including processing bi-weekly payroll, quarterly and annual payroll tax filings, salary and FTE budgeting, financial analysis and reporting, and labor and productivity analysis and reporting; and performs other related work as required.  The incumbent in this position reports directly to the VP, CFO and is distinguished by its responsibility for managing the Medical Center’s payroll functions; monitoring and measuring actual performance to budget and productivity targets.

    Responsibilities

    • Direct department staff in the accurate and timely preparation/transmission/disbursement of payroll for 2000+ employees including direct deposit vouchers plus garnishments with proper deductions.
    • Direct the accurate and timely withholding/payment of wage attachments. Ensure the accuracy and timeliness of all payroll reports.
    • Act as liaison to IT team in resolving programming and related problems. Ensure the integrity of the payroll functions. Develop audit reports to ensure that payroll information is accurately processed.
    • Provide assistance in developing/ensuring adherence to approved policies and procedures. Work with CFO to develop payroll related policies/procedures that comply with federal/state laws.
    • Direct payroll and related activities of all payroll staff. Develop and control all tasks necessary to accomplish the organization’s payroll processing objectives including relationships between internal and external customers (i.e. HRIS, Legal, Benefits, financial institutions).
    • Provide input regarding plan/design of future system enhancements, and ensure that the system complies with current/future legislative requirements through coordination with Legal and Tax Departments.
    • Act as company liaison to Payroll vendors to ensure program/system enhancements function in accordance with payroll objectives including training in new version updates and software options for all payroll staff.
    • Respond to inquiries from and provide information to management and staff regarding payroll procedures. Ensure that payroll information is provided to auditors, HRIS, Benefits, etc. as requested.
    • Develop work plans and coordinate processing of annual W2s.
    • Act as liaison between Finance, Accounting, and other internal departments’ management/staff to provide information on vacation accrual, overtime, and other related issues.
    • Responsible for the development / modification of department policies to ensure a proper control environment over payroll and related information.
    • Design a variety of analysis reports to keep senior management informed of activities, accomplishments, problems, etc.
    • Perform all duties inherent in a management role. Ensure appropriate staff training and cross-training, review staff performance and recommend hiring, firing, promotions, etc.
    • Operate as overall Payroll System Expert for the organization while partnering with Accounting, HRIS and Benefits.

    Qualifications

    • Bachelor’s Degree in Accounting or the equivalent
    • Minimum of 10 years automated payroll experience including 5 years in a supervisory role
    • Experience processing payroll for a large Healthcare corporation
    • Broad knowledge of payroll/accounting systems, procedures, practices, and federal/state tax law requirements
    • Strong knowledge of Crystal Reports, Word, Excel, Lawson and KRONOS
    • Effective oral/written communication skills
